I am getting new accounts even today. I found this advice:
To enable the Q&A CAPTCHA, browse to Spambot countermeasures on the General tab of the Administration Control Panel (ACP), then select "Q&A" under "Installed Plugins".
The admin account is logged in, ACP active, in the General tab. There is no option “Q&A” There is no category “Installed Plugins.” I have checked all the options here and do not find anything about Captcha.
