Why? You should be exporting entire database. Tables are interconnected which means one table has data dependent on another table. Mixing tables from different time frames can only lead to trouble. What I want to do is export the user table to back that portion up.
You do not need to restore the files unless it's two different phpBB versions. If the user table only had one user then either the backup is corrupt or the restore failed, typically because of php timeout.I attempted to restore from a backup of phpbb and MySQL. The restore of the forum itself was a success. I then restored the SQL backup but could not login. A check the user table and the only thing there was anonymous.
